If you have a vehicle that has a status of 'On Hold' it means that the vehicle is assigned to an agreement which is in the 'Ready' state.

Here is a graphic to show the different statuses.

To fix this, you have to find the 'Ready' agreement that has that vehicle associated to it and you will then be able to either delete the agreement or Open and Close it to make the vehicle available again.
